Container weight verification requirement
Effective from 1st July 2016 all packed containers must be weight before they are loaded aboard. The IMO passed this amendment to SOLAS (Safety of Life at Sea) regulations to increase maritime safety.
The new regulation effects all containers to which the Convention for Safe Containers (CSC) applies. Also containers carried on a chassis or a trailer when such containers are driven on or off a ro-ro ship engaged in short international voyages.
With the new regulations:
The shipper will be responsible for providing the Verify Gross Mass (VGM)
The shipper needs to weigh or let the loaded container weighing on a calibrated weighing machine.
If the VGM is not informed or deviates, the container will not be loaded aboard ship.
Shipper is responsible The shipper or a person duly authorised by the shipper is responsible for documentation.
Weighing containers There are two ways to determine the correct VGM:
Physical weighing of the to be loaded container through a certificated weighing machine.
The use of an approved calculation; the sum of the goods weight, packaging material, stowage material and empty container weight (tare weight container). The weight of the individual packages need to be set after weighted with calibrated and certificated scales.
Container without VGM Containers delivered on the loading terminal without VGM will not be loaded aboard ship. The carrier/haulier is responsible to inform the terminal when a delivered container has no VGM. The terminal can weigh the container commissioned by the shipper to verify the VGM.
